Human Security at the Intersection of Natural and Human-made Disasters: An Afghan Perspective

Abstract:
More than four decades of war in Afghanistan have left the country’s infrastructure, institutions, and economy deeply fragile, rendering its population highly vulnerable to natural disasters. The nexus between protracted conflict and recurring natural hazards has eroded community resilience, while the absence of effective governance, prevention mechanisms, and recovery systems has amplified the impact of such disasters. In addition to earthquakes, which have caused millions of deaths, Afghanistan is ranked the sixth most vulnerable country to climate change globally and the fourth in overall disaster risk. Intensifying droughts, floods, and rising temperatures have already disrupted the lives of over half of the population and severely undermined their livelihoods. To address the conflict-natural disaster nexus in an integrated manner, this keynote speech employs human security as a conceptual framework and addresses four interrelated questions: First, how has protracted conflict and violence in Afghanistan, coupled with state failure and system discontinuity, undermined resilience and reduced the capacity of stakeholders to respond to and recover from natural disasters? Second, given Afghanistan’s high reliance on aid, how does the fragmented aid system, exacerbated by state-projected ethno-geographic inequalities, further weaken human security outcomes? Third, what are the main pathways for overcoming the double effect of mutually reinforcing human-made and natural disasters? And finally, how does the human security approach contribute to conflict management, and what are its implications for state legitimacy and inclusive governance? The speaker will conclude with conceptual insights and policy recommendations on strengthening resilience and advancing a human security–centered approach to disaster and conflict management in Afghanistan.

"Making Local Indicators to Measure Human Security and SDGs: From Miyagi and Aichi to Ishikawa"
Aim of this Session:
The Human Security Forum (HSF) has developed human security indicators to realise the ideal of human security and the SDGs, namely, achieving a society where no one is left behind. About one hundred indicators were selected and organised into clusters in terms of life, livelihood, and dignity, highlighting specific issues that should be prioritised in each prefecture. We have further disaggregated the indicators for Miyagi and Aichi Prefectures down to the municipal level, towns and villages, to illuminate the challenges that local communities face. The method and data of these local indicators were translated into English by the JICA Ogata Sadako Research Institute for Peace and Development to facilitate the practice of human security and SDGs globally. In this session, we will explore the potential for applying the lessons from our experiences of making local indicators and collaborating with local NPOs to the post-disaster reconstruction efforts in Ishikawa Prefecture.
